OWA and Outlook encryption not working

I'm trying to send out encryption email with Outlook Web Access and I get this error:
A digital ID that allows you to encrypt this message is missing.......I tried to resolve this by following the article : http://support.microsoft.com/kb/927463 but no luck. The SSL certificate is from GoDaddy and it is installed correctly.

I also tried to setup encryption email from Microsoft outlook 2003 and I can't find the certificate from Godaddy, just client2.xohm.

We are currently running Exchange 2003  on Windows server 2003.

Any Advice is much appreciated,

when  you access the mmc > certificate > user certificates
Can you see the 3rd party certificate in that store?

Only then this will be available @ Outlook

yes, I see it in "trusted root CA certificate", and "Intermediate Certification Authorities". Maybe I'm not doing it right but can you explain how to publish the user's certificate to Active Directory. I tried doing through Publish to Gal but it did not work for me. Thank you for your response.

Atleast on few users, can you try inserting the cert. from the active-directory-users and computers?
user properties --> published certificates
add from file.
Then test and see......Outlook is able to detect and use the user certificate

I publish the certificate on serveral users form Active Directory and the certificate are not showing up. Thank you for your response.
