Best way to create a servey website? Multiple surveys to be published as results

I have a client that is requesting a survey website where all surveys done by consumers need to be posted on the web site for public viewing. The surveys will need to be categorized per customers, and per industry.

I am unsure of the best way to do this.
Any ideas?
