When sending a file to a remote server you are still limited by bandwidth.  If the file is large, latency high, small pipe, etc the upload will be slow.  This is more of a bandwidth issue than a Citrix issue.

Can you test uploading outside of Citrix?  Perhaps copy/paste the file between servers/workstations at the sites?
