Meetings in my calendar are 1 hour off when using Outlook with Exchange 2007 after daylight Savings

We are running Exchange 2007 and we are seeing anyone who has Outlook 2007 and lower have issues with there meetings being off by an hour. Is there somthing on the server side that can fix this issue or even something on the users end that I can run to fix the 1 hour off issue?

I have downloaded Microsoft's daylight savings time fix and ran both Permanent Time Zone Move Mode and Time Zone Daylight Savings Update Mode and neither has fixed the issue. Anyone have any other ideas or something that I can try to get this fixed for our users? Thanks

I have already downloaded and tested Time Zone Data Update Tool for Microsoft Office Outlook and that didn't work.
If above doesn't works then you can try below and hopefully this can resolve ur issue,
