Inserting a graphic into the background of a Crystal report version 8.5.

I asked a question last week about inserting a graphic into Crystal 8.5 and was instructed to insert the graphic into the report header and reformat the report head to underlay following sections which worked to a point, but I can't make the graphic the full 8.5 X 11 because this causes the graphic and text to go to page 2 of a 1 page report.  In fact I can't even make the graphic 1/2 the page size.   I've tried all kinds of things and nothing seems to work.  What am I missing?

The graphic will have to fit the page which has margins.

Also the page footer requires space.

So if I remove the page footer and margins it will work ok?
