Microsoft 2010 Excel will not open a new workbook

I have an issue i have never seen before. when opening excel 2010 it opens the same workbook everytime. I dont know how to change this option. on other pc's it opens a blank workbook, but this PC will only open the same one.

please help!

Is that file in your xlstart folder ?

C:\Documents and Settings\username\Application Data\Microsoft\Excel\XLSTART\

The folder is empty

It's checking the different possibilities for startup folders.
