How can I make an iPhone Configuration Utility File available for download directly from a website ?

put it on a website, and browse to the webpage with safari on the iphone or ipad

Issue was solved as follows:

Rent VPS
Install Windows 2003 Service onto the VPS
Install IIS onto the VPS
Activate default IIS website
FTP .mobileconfig file to the VPN
Change MIME type on file through IIS interface
Access IIS Default site from iPhone browser

Note - MIME type hange not optional, must be done or iPhone will not accept the .mobileconfig file.
