how can i change OScommerce menu bar to somethng like below.

you can do this one of two ways, either by using an "add-on" or by using a custom template

Add-ons (or oscommerce contributions) are provided for free from the website here:
http://addons.oscommerce.com/category/InfoBoxes

these add-ons will change the layout and the functionality of the "InfoBoxes" or the navigation boxes that surround the website. here is one example that will change the menu (category menu):

If you wish to change the templates of the website you can either choose from the free ones here:
http://addons.oscommerce.com/category/Templates_and_Themes

or use a design firm to have one made for you, like here:
http://www.templatemonster.com/oscommerce-templates.php
