Exchange 2007 and Event id 2080

We're having a problem with delayed emails on one of our hubtransport/CAS servers so i checked event viewer and noticed the following error message. " Event id 2604.  -  Process MSEXCHANGEADTOPOLOGY (PID=1836). When updating security for a remote procedure call (RPC) access for the exchange active directory topology service, exchange could not retrieve the security descriptor for echange server object HUBTRANS01 - Error code=8007077f.
The exchange active directory topology service will continue with limited permissions."

I also noticed that the microsoft exchange service host was stopped so started it. There has been
no improvement and wondering if this has happened to anyone else. If so, what do they recommend?

Looks like AD permissions error.
Did you make any changes on your AD OUs?

Did you try restarting the CAS/HUB server?

I didn't make any changes. I'm going to reboot CAS/HUB after hours.
