Outlook Anywhere problems form external

Good day. This is been going on for while. At first I thought it was only the 3G users but now I have noticed it is mostly all External users. If i go to www.textexchangeconnectivity.com and test outlook anywhere, it is successfull. But alot of  computers just don't want to connect. In control panel if i put in mail details to setup my account and I continue it doesnt want to discover my mail address settings. I then go to Event viewer and get the following:

The following fatal alert was generated: 10. The internal error state is 10.

Event ID: 36888

Can anyone help. I read something that it might be drivers? if this is the case, why would it suddenly happen?

rename web.config  in the Default website.

I do not have a web.config file in the inetpub/wwwroot/ folder on my CAS server.

try to uninstall and reinstall the dell drivers
looks the similar issue described in

Thanks. The problem was with the outlook 2010. Maybe a bug or something. All I did is uninstall and install another version of office 2010 and it worked.
