************** JIT Debugging **************
To enable just-in-time (JIT) debugging, the .config file for this
application or computer (machine.config) must have the
jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

For example:

<configuration>
  <system.windows.forms jitDebugging="true" />
</configuration>

When JIT debugging is enabled, any unhandled exception
will be sent to the JIT debugger registered on the computer
rather than be handled by this dialog box.

Thanks for help.

Hope you are trying to install SQL Server 2008 Express from a network path or from DVD drive.
Copy the installer contents to your local machine and install which should help.

Also make sure that the necessary pre-requisites given below:

* SQL Server Express — .NET Framework 2.0 SP2 and Windows installer 4.5. On Windows Vista SP2, use .NET Framework 3.5 SP1.
* SQL Server Express with Advanced Services — .NET Framework 3.5 SP1, Windows Installer 4.5, and Windows PowerShell 1.0.
* SQL Server Express with Tools — .NET Framework 3.5 SP1, Windows Installer 4.5, and Windows PowerShell 1.0

At the Configuration Checker it says that "Microsoft .NET Application Security" is not applicable.
But I installed Visual Studio 2010 already, all version of Framework are there.
