Disable rules (email forwarding) in OWA on Exchange 2010

We have a client that wants to prevent users from setting up rules to automatically forward to other email addresses.   Basically they are creating a rule to forward all of their email to an external account and then they never use the corporate email.  They want to prevent it from automatically occuring but I cannot find a way to do so.  

Would we have to disable rules in OWA somehow ?  Is there a transport rule I could setup that would know when it was getting automatically forwarded ?

They could possibly have an outlook client, but about 99% of the users are using OWA.  The likelyhood of them using Outlook is relatively small.  

Can Segmentation be applied by policy ? So I can use it on everyone but a core group of users, managers and the like.
