SQL 2008 Express - only can connect after browsing share

I am having an odd problem with an instace of SQL 2008 Express.

You cannot connect to the server using management server from a remote system until you browse to a network share on that server.

We are using SQL authentication, the server is a cloud server connected over a VPN that is not a member of the domain.  It does have multiple IP addresses,  both a public nic and private nic

After browsing the share it works fine but it seems you need to browse first, otherwise you get an error that it
cannot connect.


Any ideas as to what may be causing this?

I was able to resolve this by disabling all TCP/IP addresses aside from the private IP addresses.
