There's an example of creating user from Excel here:
http://www.experts-exchange.com/Programming/Languages/Visual_Basic/VB_Script/Q_26460342.html

This is the structure of the Excel spreadsheet:
      strGivenName = Trim(objExcel.ActiveSheet.Cells(intRow, "A").Value)
      strSurname = Trim(objExcel.ActiveSheet.Cells(intRow, "B").Value)
      strUserName = Trim(objExcel.ActiveSheet.Cells(intRow, "C").Value)
      strDescription = Trim(objExcel.ActiveSheet.Cells(intRow, "D").Value)
      strDisplayName = Trim(objExcel.ActiveSheet.Cells(intRow, "E").Value)
      strOffice = Trim(objExcel.ActiveSheet.Cells(intRow, "F").Value)
      strPhone = Trim(objExcel.ActiveSheet.Cells(intRow, "G").Value)

Regards,

Rob.
