Need to know if it is possible to do a Mail Merge with a picture content control. Picture content control is available On the Developers tab in Word 2010. Am doing this programmatically in C# as I am creating a template builder for support people. If anybody can give some direction or example of how to do so (either just in in Word or in C#), it would be greatly appreciated.

I haven't seen 2010, but in earlier versions of Word you can use INCLUDEPICTURE to add the picture by having its file name in the datasource

 { INCLUDEPICTURE { MERGEFIELD "Picture" } }

Yes. However I need a way to be able to resize the placeholder for the control in the document.

Again in earlier versions, you could put the field in the cell of a table with fixed column width and fixed row height. If necessary, it could be a single cell. Alternatively you could put it into a Textbox (shape).
