An added note.  All emails are kept in an Exchange mailbox, not a .pst.  Research shows it appears to be a sync problem, i.e outlook has lost its chain of which emails has been read, therefore it wants to download all of them.  Is there a way of repairing the exchane mailbox?  Is it possible the mail host had a problem?

Are you using Cache mode option. If yes, remove it and try again. If that works out. Delete the OST file and enable the cache mode again.
