Can you send a screen shot of your settings for the work telephone settings?<br />
Also to write back to AD there is additional configuration steps above and beyond just switching the sharepoint user profile to export. Did you do them? If you need those steps let me know and I'll post.

I have configured User Profile Service and it worked fine and imported all the user profiles. <br />

Then I changed work phone and office fields to be exported to Active directory. These fields had data in Active directory as well as in SharePoint. I then ran full synchronization and after it was complete, phone and office fields in active directory were empty for all users. <br />
&nbsp;I have tried many things, in Forefront Service Manager, it shows that it writes back these two fields but they don't appear in Active Directory. <br />
