how to develop a mail server?

I need create a new application to send group email to thousands users. The DB will be oracle.

the server is linux.
I preperf Java, what API of java should be used?

what is the basic step to do this project from the scratch?

so far, I have download JDK and Eclipse;
I know Java basic syntax and linux basic commend.

what server should i buy?
what is the next step I should do?

please give me some big picutures instead of details.

I am using JavaMail sending emails for years to many users
The API is simple, and you need just to have two additional jars to do it.
Any system of course - Unix, Windows work well.
But did not do bulk emailing
Don't know if it would work as well with bulk sending
