I'm using Outlook Express and want to change the default font to
be used in outgoing mail.  When I go to "Format" and change it, it
does not stay changed.  I'm using XP SP3.

"Format" just changes the text that you have selected.  To change the default font, go to Tools -> Options in the main window.  Click on the Compose tab and select the font that you want to be the default.
