sharepoint audiences not showing up in sub-sites

I have a 2007 MOSS and we have an interanet that has top navagation set with audiences. When on the top page the audiences work as expected when you go to a sub page you lose all menu items that have audiences even if you should see them. I am not sure what is happening here.

have you implemented caching? please check Publishing web navigation again for the premission.

The problem was that I needed to have view only rights set in every sub-site for it to work.
