DNS and Event log will not start Error 1717

I restarted our main domain controller. DNS and the Event Log will not start.  For DNS I receive this "Error 1717 The interface is unknown".  When I try to start the event viewer I get Error 5 Access is denied.  I am logged in as the administrator.  I ran dcdiag on the domain controller and attached it.  Also I found this on the Internet but I am not sure I should run it.  It said to run these commands on the domain controller

•dcgpofix /ignoreschema
•Press OK twice and run gpupdate /force
•Reboot

No.  That did not have anything about my problem.

Called Microsoft.  Paid $259. The log files were corrupt

Had this problem somehow winevt sub dir got flagged as read only.
