send as permission

i have exchange 2010. I created a distribution group . In that group in mail flow settings in message delivery restrictions I put a user to   accept messages from "only senders in the following list " and I added a user there.
However when the user goes to his outlook and select "from"  tab and select that distibtuion list she gets error that she does not have permisison to send on behalf of this user.

Hi,
i had this issue before and rectified by doing the steps below

First change the distribution list to security mail enabled group.

Second do this command

Add-ADPermission -Identity ‘CN=Jim Doyle,OU=Engineering,DC=contoso,DC=com’ -User ‘CONTOSO\jpublic’ -ExtendedRights ‘Send-As’
