Daylight Savings Time conflicts in Outlook calendar.

I'm having a problem at our facility with our conference room calendars in outlook.  People are missing their meetings because the calendar shows their meetings an hour later than it should.  Of course this has been happening since DST.  I've read up a hundred different websites online regarding this issue but either i'm doing this wrong or nothing wants to work for me.  I do have administrative rights to everything.  I am running win 7 64bit, outlook 2010 on my machine, most users are running 2003/2007.  Our exchange server is running exchange 2003.  Exchange server is 2003 R2 SP2 32bit.  

I've attached a screen shot to give you a visual explanation.  The actual meeting was scheduled by me (left side) for 9am-10am.  The conf calendar on the right side is showing it an hour later. picture

we need to ensure that the Outlook machines (Client OS related) and exchaneg server (Exchange application related) are having the latest DST hotfix for your region.
