Hi,
I want to create an ActiveX component to give a web page some custom functionality. I would assume that if I use VB6 or .Net to create the component then either the VB6 or .Net runtimes would be required at the client, is this true?

Yes.  .NET is installed by default on all the new versions of Windows, I can't remember which versions are installed by default.
