Is that what they are using at WeatherSpark, or is this just a suggestion of a library to use?

What does it mean to be "Always On"?

Is your cloud always on? With an Always On cloud you won't have to worry about downtime for maintenance or software application code updates, ensuring that your bottom line isn't affected.

The solution: I simply asked the authors what they used, and this is the reply I got:

"There's nothing out there that would do what we needed, so we rolled our own."

Unfortunately the code is not independent of the project and can not be easily reused.
