Outlook 2007 Shared Calendar Issue

We run Exchange 2003 and Office Pro 2007.
Currently any user can open anyone's calendar, even if permissions are set to none in individual calendars.

How do we prevent users from seeing other calendars unless an individual specifically delegates or gives permission.

several things to look at

If it is the mailbox, go to tools, trust center, addins - in the dropdown at
the bottom, select exchange client extensions then go... verify that
exchange property pages is checked.
