Error when starting up a toshiba qosimo laptop. cannot get to the windows vsta logon page.

you may need to use a recovery disk that toshiba gave you to try to repair the windows installation.

our you can boot a linux live recovery distro, using it to navigate to the folder, then placing a new logonui.exe in the proper location. using a pen drive is highly recommended so you can place the file on it and be able to perform the indicated action above.

the file can be obtained from the OS disc or trying to find a download with that file.

restored computer back up an earlier time and issue was resolved. a windows update was causing the error listed in the question.
