Dell Inspiron 1000 Won't start

I have an old Dell Inspiron 1000 laptop.  When I press the
power button the amber light comes on and then turns off.  
If I hold the power button down the light flickers but no hard
drive light comes on to show activity.  The fan doesn't come
on either.  Is there any way I can test this to see if it could
be the fan?
