When creating an email in outlook 2010 there is no to or cc or bcc fields

Try win+r to open run command
type: "Outlook.exe /safe" and press enter

When outlook opens try to create a new message. If the fields are present then the problem is one of your add-ons and you should disable them until you find the one that is causing the problem.
