2003 Terminal Server - Software Run on Individual Session

Is there a way to install software on Windows 2003 Terminal server and only have it run for certain users?  We have an instant messaging software that we would like to use for departments to communicate, but a few clients run sessions on thin clients via RDC.  We do not want the software to load/run for all profiles that log into the terminal server, only those specified.

One of two ways that I am familiar with may work:

If you limit the users permissions to not allow them usage of the particular program, they will not be able to run that program.
If you simply add the program to the specific users program menu under their profile, the other users will not have the program listed in their start menu - the problem with this is that if they find the program, they can create their own shortcuts or even use the run command.... where if you use the previous method, they cannot run the program without the admin's password.

I created a Software Restriction group policy based of the folder location and restricted the rights accordingly.
