php function file-get-contents

Why do I get the following error message?

Warning: file_get_contents() [function.file-get-contents]: URL file-access is disabled in the server configuration in /homepages/22/d203631705/htdocs/geocode_custs.php on line 62

I have used this function successfully in a different url on the SAME host.

Can this be overcome via php configuration with php.ini?

I am using this to do Google MAP Geocoding in php.
