OAB URL: Public Folders

I have an Exchange 2010 server (migrated from SBS2003) and Outlook clients can't download Offline Address Book.
I have tested URL's to Autodiscover and OAB and both are fine and looking through the Exchange console all references to the OAB use the right URL's / right server.
But if I run Test E-mail AutoConfiguration in Outlook 2007 it says:
OAB URL: Public Folder
All the other settings/URL's are correct.
I'm thinking it is a reference within the Autodiscover that is incorrect but I don't know how to amend it. Is it the Web.config file?
BTW We only have Outlook 2007 clients so Public Folder distribution is not enabled.. it didn't work even when it was enabled.

My Autodiscover.xml file has this in it:

<%@ServiceHost Service="Microsoft.Exchange.Autodiscover.WCF.LegacyAutodiscoverService" %>

Is this normal? What is it referring to?

Fixed. I noticed that get-autodiscovervirtualdirectory had no Internal URL listed. So ran this:

Set-AutodiscoverVirtualDirectory -Identity * –internalurl “http://emailserver.domain.local/autodiscover/autodiscover.xml”

It now works.. with no certificate required. Why waste the money on internal users when external users use POP3 or IMAP.
