Merge Replication - Conflict resolution

It has been 3 weeks since we set up the Merge Replication in production, yesterday we had the first conflict. The conflict resolution mechanism is set such that the publisher always wins. So we had verified with the business and selected the row in the subscriber as the looser in the Conflict Viewer, but for some reason that record still exists in the subscriber database. So as a result we are still getting the alerts, can you please post your recommendations as to what I need to do?

We had resolved this issue using the system tables for Merge Replication
