How to have the jQuery login plugin always on top when display

Hi, I'm using the jQuery Login plugin from http://www.cssjockey.com/web-development/html-css-tips/jquery-css-login-panel
When I click on it, it drops down the login panel but it gets under the other jQuery plugin what creates a window windget, http://fstoke.me/jquery/window/
is there any way to bring that login panel on top?  Thanks.
Please see code in attached file.  You would need to rename the file extenstion to .7z and use 7z file manager to unzip it.
