SBS2003 Exchange 2003 sp2 install error

When trying to install Exchange 2003 sp2 on my SBS2003 box, at the Microsoft Exchange Messaging and Colloboration Services progress approx 80% through overall, I get the error:

Runtime Error!
Program: C:\Windows\system32\MsiExec.exe

An applicatoin has made an attempt to load the C runtime library incorrectly.

click OK

Then I get:

Microsoft Exchange Installation Wizard

Setup failed while installing sub-component Exchange ActiveSync with error code 0xC0070643

I have tried the resolution from

but could not determine my working version of msxml I tried copying msxml6 and msxml3 but did not work.

try to download MSXML6.msi from here :

then go to the /program files/exchsrvr/bin and replace msxml3.msi and with msxml6.msi
after replacing the file try again your setup

Tried msxml6, didn't work.  Resolution was to download msxml3 sp7, Install and copy.  Exchange 2003 sp2 install completed with no errors...rebooting now.
