Permissions at system32\config

Bultin in users have read and execute rights to this folder. Is it necessary to have this permission assigned to them? Can I remove it?

You do realize that that folder contains the system specific registry information... you remove users from that, they can't start windows.

Administrators is the only group that must have access to this folder and it does have..
So what's the reason to also have users?
