online spreadsheet options

I have tried to accurately reflect the question inside the sheet.  Help is greatly appreciated.

google doce online spreadsheet hasn't really got any protection like Excel.
There is a workaround to protect a cell from being accidentally edited. It is described in google dos help

I applied the method on cell D6 of your spreadsheet. If you try to change the cell it will automatically change itself back to the original value 654.
