OWA 2003 404 Error AFTER Login

I've previously configured OWA 2003 without any great difficulties.  Now I have a single SBS 2003 on which I need to have OWA working and it's giving me grief.  No FE/BE architecture.  Single domain, single server, less than 10 users.

it's pretty simple:  Browse to http:\servername\exchange\owa and the login page comes up, no problem (after the usual certificate error).  I enter a username and password.  Then I get "Page cannot be displayed"  Error 404.

Thinking it might be a network problem, I tried accesing it right on the SBS 2003 box but get the exact same problem (login page, enter username/password, error 404).

I've gone so far as to setup a test server with a fresh install of SBS 2003 and get the same thing.

Any suggestions?
