How to customize thumbnail view in picture libiary of WSS 3?

I going to create a photo gallery in the WSS 3 for staff to request photo about activities.
In order to select quantity of the photo, I want to add a drop down list under the name of the photo in thumbnail view.
After staff select their photo and quantity, they can send the request to IT from "Action" menu.

Any idea how can i add drop down list to it?
And how to add customize action to the action menu?

check options available ootb:
click view > modify this view.
scroll down to style section.
