Start from the ground up in troubleshooting.

What version of ShraePoint?
Have you successfully crawled all your content?
Are results displayed for your farm admin account?

Ok, since you haven't performed a crawl, there is nothing in your index, and therefore you won't see results in from  your searches.

SharePoint Server 2010, search is handled through the Search Service Application.  Once this is deployed and configured, you can set a full and incremental crawl schedule.  Or you can kick crawls off manually.  Either way, a crawl must be performed of your sites before you can search successfully.
