desktop icon for mobile devices

Is there any way to create an icon linked to a website that can be dowloaded to someone's mobile device.  This would be something short of an actual mobile app but more than just opening a browser on your phone and typing in the url.

Related question: how hard is it to convert a mobile-friendly web site into a mobile app?  Open www.etraxc.com on your browser and your mobile device.  It reads the device and redirects accordingly.  How hard would it be to turn that into an app?
