Hi

When you are in the Expense document library of the "Expense Reimbursement and Approval" WSS 3.0 template, clicking on the "New" button to create a new item in the document library will open /Expense/ExpenseForms/Forms/expenser.xsn which is an InfoPath form.  You will need to have Microsoft Office InfoPath 2007 or InfoPath 2010 on your PC in order to open or create forms with this template.  Do you have that installed?  Also, which browser are you using?  You'll probably need to be using Internet Explorer.
