Error in Starting Fax Service in SBS2008

I added MultiTech 33.6 External modem to SBS2008 and it is listed under Device Manager.
I go to Windows SBS Console/Network Devices and click "Start the Fax Service".
It generates an error "Before you run this task, you must restart the server. Please wait until the server restarts and then run this task again". I restarted the server several times, but shows the same error.

You cannot start the Fax service because of a routing issue in Windows SharePoint Services

Problem   You cannot start the Fax service because you cannot change the fax routing destination in Windows SharePoint Services.

Solution   Reinstall the fax routing extension for Windows SharePoint Services.
To reinstall the fax routing extension for Windows SharePoint Services

   1.

Click Start, click Accessories, and then click Command Prompt.
   2.

At the command prompt, type C:\Windows\Microsoft.NET\Framework64\v2.0.50727\installUtil.exe “C:\Program Files\Windows Small Business Server\Bin\\FaxSPRouteSnapin.dll”, and then press ENTER.

If the issue is not resolved, contact Microsoft Product Support.

(1) I can't repair Fax Service because I can't Start the Fax Service. There is not Fax Devices listed under the Devices tab in Network Section of Windows SBS Console (Adv mode).
(2) When I run  C:\Windows\Microsoft.NET\Framework64\v2.0.50727\installUtil.exe “C:\Program Files\Windows Small Business Server\Bin\\FaxSPRouteSnapin.dll”, I get the following message:
Exception occurred while initializing the installation: System.ArgumentException: Invalid directory on URL..
** I can't start the fax service due to an error.

I discovered that the reason for the error was because I did not have Fax Server Role added in Server Manager. Aftering adding Fax Server in the Server Roles in Server Manager, I was able to start Fax Service in Windows SBS Console.
