Email quotas Exchange 2003

just trying to test the "issue warning" message before going with prohibit send and prohibit send & receive. set issue warning at 900mb and warning message interval at 10;30am. now 10;45am and no message.. i set this on one of our 4 stores and nothing.. is there another place where edits have to be made?
