I want to convert mpg video to f4v file format.  What is the best quality software to convert mpg to flv /f4v?

I use Adobe Media Encoder CS4 which comes as part of the Adobe Creative suite packages

When I attempt to add 'mpg' file to the CS5 Media Encoder, I got error message "Error while decompressing the source file".
