we are having web based application. How can we use office automation by using ms office 2010 starter edition.

What do you mean by Office Automation?  Office 2010 starter has limited functionality and cannot do a lot of the advanced features that are available in Office.  You will probably need to upgrade to one of the other packages to do what you want to do.
