VS2005 Setup and Deployment Project

I have a VS2005 solution that contains a setup & deployment project....as part of my setup & deploy project, I have the VC++ redistributable package selected as a pre-requisite. The install wizard works fine, but the only annoyance I have is, every time I run the setup wizard, the VC++ redistributable is also installed.  

Is there a custom action or launch condition that I can set in my project to check and see if the VC++ redistributable is already installed on the machine, if so skip it?

That's exactly how prerequisite should work by definition - only install if it's not yet installed.

1. try it on a clean machine (such as clean virtual machine that can be easily reset to pristine state).
if the same, then
2. create new trivial project with the same prerequisite, and see if it behaves the same.
if the same, then
3. try to find the log of the installation and figure out why it thinks that it's not installed, when it is.  

If clean machine or sample installation does not exhibit the problem, then review how the prerequisite is specified in the real package, there must be something wrong.
