Wallpaper in GPO

Hi Experts.

We have our users set up in group policies. When we have power cuts some users screens change to that active desktop recovery wallpaper. we run gpupdate /sync aswell as /force but the wallpaper stays as the desktop recovery display.  We have to manually take them out of GPO and change the wallpaper with the administrator account. Is their a tool or app that we can install to prevent this problem occuring??? it is really annoying and time consuming to change every single users pc after a power failure. Oh, by the way, this also happens without power failures. It happens sometimes just randomly. Please help.

Stick it in Startup, point it to a central config file on a share.

make sure that active x is allowed in Group Policies as that is blocking your pc's from running content
