Exchange 2007 Mail Tips?

Is there an Exchange 2007 Service Pack or Power Shell command to enable Mail Tips to warn users they are sending email to large when needed?

I am looking for somthing other than upgrading to Exchange 2010 for now.

no, Mailtips is only available in Exchange 2010
