Convert table with rowspans to all divs with css

Under a time contraint to get these tables converted to a construct consisting of all divs with necessary css... was hoping some div/css expert could assist.
The existing table-based code :

Please find documment attached. There is a comparision between your code and the one written using divs. Of course, you can find everything you need in the source.
