Under a time contraint to get these tables converted to a construct consisting of all divs with necessary css... was hoping some div/css expert could assist.
The existing table-based code :

<TABLE border="0" cellspacing="0" cellpadding="0" width="630" bgcolor="#DBDBDB">
  <TR>
    <TD valign="TOP" align="LEFT"><IMG src="http://wave.images.worldnow.com/images/static/gfx/c_co_tl.gif"></TD>
    <TD width="100%" valign="MIDDLE"><DIV style="FONT-SIZE:11px; font-weight: bold; font-family: Verdana, Arial, Helvetica, sans-serif;"> <font color="#990000">Title Bar</font></DIV></TD>
  </TR>
</TABLE>
<table width="630      " border="1" cellpadding="5" cellspacing="0" bordercolor="#990000">
  <tr bordercolor="#FFFFFF">
    <td width="94" rowspan="2" STYLE="font-family:Verdana, Arial, Helvetica, sans-serif; font-size:10px; border-left-width: 0px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px;"><div align="center"><font color="#FFFFFF" size="1"><a href="#"><img src="http://66.206.11.125/imagespace.png" width="90" height="68" border="0" /><br />
   </a></font>
    </div></td>
    <td width="525" valign="TOP" STYLE="font-family:Verdana, Arial, Helvetica, sans-serif; font-size:10px; border-left-width: 0px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px; "><a class="set1" href="#" target="_top">Main Headline</a></td>
  </tr>
  <tr bordercolor="#FFFFFF">
    <td height="70" valign="TOP" STYLE="font-family:Verdana, Arial, Helvetica, sans-serif; font-size:10px; border-left-width:0px; border-top-width: 0px; border-right-width: 0px; border-bottom-width: 0px;"><ul>
        <li>Bullet #1<a class="set1" href="http://japan.person-finder.appspot.com/?lang=en" target="_blank"></a></li>
        <li>Bullet #2</li>
        <li>Bullet #3</li>
        <li>Bullet #4</li>
        <li>Bullet #5</li>
    </ul>    </td>
  </tr>
</table>

Please find documment attached. There is a comparision between your code and the one written using divs. Of course, you can find everything you need in the source.
